The California Retired County Employees Association (CRCEA) is a coalition of all the associations of retired county employees from the 20 counties with retirement systems formed under The County Employees Retirement Law of 1937 (‘37 Act).

CRCEA was originally formed over 20 years ago as a loose-knit business/social group. In the ensuing years it has expanded its membership, activities, and services and is organized as a nonprofit corporation. It’s unique logo features the California Valley Quail which is the official state bird.

CRCEA is governed by a Board of Directors consisting of an official delegate, or alternate, from each member county association on a one vote per association basis. As provided in the bylaws, the officers are a president, vice president, secretary, and treasurer. these officers, and the immediate past president, serve as the Executive Committee which handles CRCEA’s affairs, appoints committee members and arranges for the services of an Executive Secretary to assist with business affairs. Elected officers are volunteers and serve without pay except for reimbursement of their actual expenses.

According to its bylaws, CRCEA’s general purpose is “. . . to provide a central coordinating group through which the desires and objectives of the 20 local county associations may be advanced and to promote the health, happiness, and continued productivity of retirees, beneficiaries, and dependents of its local county associations.

To help fulfill its purpose, CRCEA monitors those state and federal legislative measures that may affect its member associations, often testifies before legislative committees and at the time communicates directly with various elected legislators on specific issues. CRCEA also sponsors and promotes its own legislative proposals.

CRCEA works closely with SACRS (State Association of County Retirement Systems) in its legislative activities and in protecting and enhancing the rights of active and retired county employees, their beneficiaries and their county retirement systems. In many instances, CRCEA is the primary voice in the California state legislature, speaking solely on behalf of the county retiree.

Of the more than 300,000 active and retired members and beneficiaries of the 20 ‘37 Act systems, over 30% are retirees. Including their dependents, there are more than 700,000 person whose retirement, health care, and death benefits are dependent upon the successful legislative and promotional efforts of SACRS and CRCEA.

CRCEA also conducts two conferences each year, one in the spring and one in the fall which allow its member delegates and other interested persons, to assemble, share information on the activities, and accomplishments of each local association, and to keep abreast of what is new and important to retired county employees and their local retirement systems. A major feature of the conferences is the Retirement Board Members Forum for elected retiree board members.

In addition to the semiannual meetings, CRCEA continually works to keep abreast of new concepts, services, and programs that may be of advantage to retired county employees.
